Matthew Wright, CEO of the Australian Federation of Disability Organizations, said: “The NDIS was created for good reason as a national system, which is why the remaining states and territories must act quickly to conclude their agreements. When the South Australian government and the Commonwealth government concluded their first bilateral agreement, they thought there would be fewer people with disabilities to be part of the NDIS than in that country. A maximum number of NDIS participants was decided, but it turned out that it was much less than the number of people who needed help, and it now seems that they are no longer taking. A new bilateral agreement would be very important, as people with disabilities in South Australia want full access to the NDIS. The NDIS has been in the process of being born for a long time. People with disabilities have been committed for many years to ensuring that the NDIS is truly created. This is a great time for people with disabilities in Australia and an even greater time for the people of Victoria and New South Wales. The bilateral agreement makes the NDIS real and provides security for people with disabilities in Victoria and New South Wales. It`s also party time! On 7 December 2012, COAG reaffirmed its ongoing commitment to a national disability insurance system (NDIS) by signing an intergovernmental agreement for the launch of the NDIS. New South Wales, Victoria, South Australia, Tasmania and the Australian Capital Territory have signed bilateral agreements with the Commonwealth that confirm operational and financial details for the deployment of the NDIS at each launch point.
For its launch in July 2013, bilateral information on the inclusion of participants and the balance of cash and in-kind contributions to the program was agreed between the Commonwealth and New South Wales, Victoria, South Australia and Tasmania. These details are annexes to bilateral agreements with each of these jurisdictions. Another annex has been agreed with Victoria, which outlines the labour relations of the DisabilityCare Australia Launch Transition Agency in the Barwon area. In July 2014, it was agreed to launch NDIS trials in Western Australia, the Australian Capital Territory and the Northern Territory.
